How to use it
From a point on the map to a list Google Ads accepts
Four steps. The last one is the paste into Google Ads, so you never have to type a ZIP by hand again.

Find the area
Type a city, an address or a ZIP code and pick a result, or click the map to drop a pin. Set the radius with the slider, in miles or kilometres. For a shape that is not a circle, switch to Lasso and drag a loop around the area, or use Brush to paint over the ZIPs you want. Working outside the US? Pick the country first.

Check the list
Every ZIP code inside the area is listed on the right and shaded on the map. Add more areas, remove a whole area with its chip, paint with the Brush, or switch to Pick and click single ZIPs to add or drop them.

Copy it in Google's format
The default format is the one Google's own help uses for ZIP codes: the ZIP, a comma and the state, one per line. Copy all, or copy in batches of 1,000 when the list is longer, because that is the most Google Ads accepts per paste.

Paste into Google Ads
In Google Ads open the campaign, then Settings, then the Locations panel. Open Advanced search, tick Add locations in bulk, paste the list and make sure the country is United States. Click Search, check the matches, then add them all. Repeat with the next batch if you copied more than one.
Radius or ZIP list
When Google's own radius is enough, and when a ZIP list wins
Google Ads can target a radius around a point without any list. The list earns its keep when the area has edges a circle cannot follow.
One circle, treated the same everywhere
Pick a point, set the distance, save. If one circle covers the area you serve and every part of it is worth the same to you, use Google's radius and skip the list. It is quicker to set up and easier to explain.
Edges, exclusions and reporting per ZIP
A list gives you edges: leave out the far side of the river, the county you do not serve, the ZIPs where leads never close. Each ZIP is its own location target, so bid adjustments and the locations report work per ZIP, and the same set pastes into the next campaign in seconds.
Whichever you pick, check the location option under the targeted locations. Google's default, Presence or Interest, also reaches people who show interest in the area from somewhere else. Presence limits ads to people who are in, or regularly in, the area, which is usually what a local service business wants.

Three rules from Google's help: up to 1,000 locations per paste, one country per paste, and a ZIP is the five digits only. When your list is longer than 1,000 the copy buttons split it into batches for you.
What the map shows
Boundaries, dots and the Google Ads filter
ZIP boundaries are Census ZCTAs
The shapes are ZIP Code Tabulation Areas from the 2020 Census, simplified for the web. They follow the ZIP codes the Postal Service uses for delivery but are built from census blocks, so an edge can sit a street away from the real route change. 31,214 shapes are on the map.
Only codes Google Ads can target
Every country's list is filtered to the postal codes in Google's own location target file (2026-03-31), 31,841 for the US, so every code you copy is one Google Ads will accept. Codes that exist but cannot be targeted are left out rather than pasted and rejected.
Dots are point-only ZIPs
627 targetable ZIPs have no area: PO boxes, single buildings, large organisations. They show as dots at their GeoNames location from zoom level 7 and count when the dot falls inside your radius or shape.

Postal code targeting, country by country
Google Ads targets postal codes at a different level in each country. The tool uses the same level Google does, so what you copy is what Google accepts.

"Codes in the tool" counts the codes from Google's own location list that open location data can place on the map. Google Ads also targets postal codes in Japan, India, Mexico, Hungary, Indonesia, Switzerland, Brazil, Belgium, Saudi Arabia, Malaysia, Finland, Colombia, Norway, Czechia, Greece, Taiwan, China, Turkiye, Austria and a number of smaller markets; those are not in the tool yet.

ZIP code targeting in Google Ads, answered
What is the difference between a ZIP code and a ZCTA?
A ZIP code is a delivery route defined by the US Postal Service, not an area. The Census Bureau draws ZIP Code Tabulation Areas, ZCTAs, by grouping the census blocks whose addresses share a ZIP, which is what the map shows. The two match closely for most of the country, but a ZCTA edge can sit a street or two from where the postal route actually changes.
Why is a ZIP code missing from the map, or shown as a dot?
Some ZIPs have no area at all: PO-box-only codes, single large buildings or organisations. Those are shown as dots at their GeoNames location and count when the dot falls inside your area. ZIPs that Google Ads cannot target are left out on purpose, so the list you copy never contains a code Google will reject.
How many ZIP codes can I paste into Google Ads at once?
Google's bulk location box takes up to 1,000 locations per paste, one per line, from one country at a time. If your list is longer, the tool splits the copy buttons into batches of 1,000; paste the first batch, add the locations, then paste the next.
Should I use Google's radius targeting or a ZIP code list?
Radius targeting is quicker when one circle covers the area and every part of it is worth the same to you. A ZIP list gives you edges: you can leave out the far side of the river or the county you do not serve, set bid adjustments per ZIP, and see performance by ZIP in the locations report. Many advertisers start with a radius and move to ZIP lists once they know where the good leads come from.
Does the tool work for countries other than the United States?
Yes. Pick the country at the top of the tool. Besides US ZIP codes it covers Canada, United Kingdom, Australia, New Zealand, Germany, France, Netherlands, Spain and Italy, using the postal code level Google Ads targets in each (for example the first three characters in Canada and the outward code in the UK). Those countries show each code as a point rather than a boundary shape; a radius or a drawn area picks up every code whose point falls inside it. Google Ads supports postal codes in more countries still, and the tool can add them when good open location data exists.
Can I use the list in Microsoft Ads?
Yes. Microsoft Ads accepts postal code targets in bulk as well; use the plain ZIP format or the CSV download and follow its own import steps.
Is anything uploaded or stored?
No. The ZIP data is fetched by your browser and everything is worked out on your computer. The only thing that leaves the page is the address you type, which goes to the Photon geocoder (based on OpenStreetMap) to find its coordinates. Your selection lives in the page link, so you can bookmark or share it.
How current is the data?
ZIP boundaries are the Census Bureau's 2020 ZCTAs (the current set), the ZIP list and place names come from GeoNames, and the list is filtered to the 31,841 US postal codes in Google's location target file dated 2026-03-31. The build date is shown under the map.
